Permits in the city and the ETJ
Fulshear says that within city limits and its ETJ, anyone who plans to build, alter or repair a structure, or install or replace electrical, gas, mechanical or plumbing systems, must first get a permit from the Building Official.[1] The city has a dedicated Swimming Pool–Hot Tub Permit application.[2] Planning Services is at 6611 W Cross Creek Bend Lane, (281) 346-1796.[2]
Builders must register with the city
Contractors working inside Fulshear city limits must register, provide their license, driver’s license and at least $1,000,000 in general liability insurance naming the city as additionally insured.[1] The city also urges residents to run background checks on companies they hire, and says you can ask whether a company has registered and worked in the city before.[2]
Draining a pool: 24-hour notice
This matters most for resurfacing and renovation jobs that start with a full drain. Under Ordinance 2025-1505, you must give the city written notice at least 24 hours before draining a pool or spa, with your full name and address, by email to [email protected] or in person at City Hall. Draining into the sanitary sewer is not allowed.[1] Ask your renovation contractor who sends the notice and how they’ll discharge the water. More in our pool renovation guide.
Patio covers, pergolas and outdoor kitchens
A patio cover, pergola or outdoor kitchen is a structure, and gas or electrical runs are regulated systems, so both fall under the city and ETJ permit rule above.[1] Many Fulshear neighborhoods are master-planned communities with their own architectural review, so plan for HOA approval as well. See our patio cover cost & HOA guide.
Budget: start with published Houston-area ranges
Angi’s Houston page (updated August 2026) puts most inground pools at $51,832–$100,605, averaging $75,337.[3] For resurfacing, Angi’s Houston resurfacing page (updated April 2026) puts the average at $10,846, with most homeowners spending $5,916–$14,790.[4] These are third-party estimates for the Houston area, not quotes. Size, soil, access, finishes and permits all move the number. For patio covers and outdoor kitchens, see the published ranges in our patio cover cost guide and on our outdoor kitchens page.
