Inside or outside Pearland city limits?
The City of Pearland’s Permits and Inspections Division covers construction on private property inside city limits. If you’re not sure your address is in the city, the city points you to its Interactive Map or 281-652-1770.[1] Homes with a Pearland mailing address outside the city follow county rules instead, so confirm this before you compare schedules.
New pools in Pearland
Pearland requires a construction permit to build a new structure and for mechanical, electrical and plumbing work tied to a structure.[1] A new pool usually involves several of those trades, so expect your builder to pull more than one permit. Applications, document uploads, inspections and payments run through the city’s Cityworks portal, and homeowners can also use paper applications at the Permit Office, 3523 Liberty Dr., 281-652-1638.[1]
- Current codes. Pearland updated its construction codes in April 2024.[1]
- Pay only through official channels. The city warns about scams asking residents for application fees. It collects permit fees only at the City Hall Annex or through Cityworks, and city email comes from an @pearlandtx.gov address.[1]
Pool renovation and resurfacing
Pearland lists repairing and remodeling an existing structure among the work that needs a permit.[1] Whether a finish-only replaster counts is a question for your builder and the Permit Office. A job that adds new plumbing, electrical or gas almost certainly involves a trade permit. Our pool renovation guide breaks down resurfacing, tile, coping, decks and equipment.
Patio covers, pergolas and outdoor kitchens
A patio cover or pergola is a new structure, and a covered outdoor kitchen can add electrical, gas and a Type I or II vent hood, which Pearland lists separately.[1] Our Pearland outdoor kitchen page covers that project in more detail. If you’re in an HOA, get architectural approval before you build.
Budget: start with published Houston-area ranges
Angi’s Houston page (updated August 2026) puts most inground pools at $51,832–$100,605, averaging $75,337.[2] For resurfacing, Angi’s Houston resurfacing page (updated April 2026) puts the average at $10,846, with most homeowners spending $5,916–$14,790.[3] These are third-party estimates for the Houston area, not quotes. Size, soil, access, finishes and permits all move the number. For patio covers and outdoor kitchens, see the published ranges in our patio cover cost guide and on our outdoor kitchens page.
