Inside City of Tomball limits
- The city reviews pool plans. Tomball’s Building Division lists swimming pools among the plans it reviews, along with residential construction, remodeling and additions.[1]
- Adopted codes. The city is on the 2021 International Residential Code, the 2021 International Swimming Pool and Spa Code and the 2023 National Electrical Code, among others.[1]
- Online submittal. Permit applications and inspection requests go through the city’s SmartGov portal.[2]

Unincorporated Harris County
Outside city limits on the Harris County side, the Office of the County Engineer issues residential pool permits. Outside the floodplain, that’s a site plan and application with no inspection. Inside the floodplain, add an electric-disconnect drawing, a field inspection and an As-Built Certificate.[3] See our Cypress page for the full county process.
Unincorporated Montgomery County
North and east of town, some Tomball addresses fall in Montgomery County. Requirements depend on your exact location, floodplain status and utility district. Check your flood zone on FEMA’s Flood Map Service Center and ask your builder which permits they’ll pull.[4]
Renovations, patio covers and outdoor kitchens
- Pool renovation. The 2021 pool code Tomball adopted covers more than new builds. Ask your builder whether your resurfacing, equipment or plumbing scope needs a permit. See our pool renovation guide.
- Patio covers and pergolas. Inside the city, additions go through Building Division plan review. If a freestanding pergola needs power, ask how far the electrical run will be.
- Outdoor kitchens. Plan electrical, gas and water lines together, and decide early whether the kitchen will be covered.
Budget: start with published Houston-area ranges
Angi’s Houston page (updated August 2026) puts most inground pools at $51,832–$100,605, averaging $75,337.[5] For resurfacing, Angi’s Houston resurfacing page (updated April 2026) puts the average at $10,846, with most homeowners spending $5,916–$14,790.[6] These are third-party estimates for the Houston area, not quotes. Size, soil, access, finishes and permits all move the number. For patio covers and outdoor kitchens, see the published ranges in our patio cover cost guide and on our outdoor kitchens page.
