Pool builders in Humble & Kingwood

Northeast Houston is a patchwork. Kingwood is part of the City of Houston, the City of Humble runs its own building department, and many nearby neighborhoods are unincorporated Harris County. Here’s which rules apply where, and how to get matched with one local builder.

Kingwood: City of Houston rules

Kingwood is inside Houston city limits, so a new pool there goes through the Houston Permitting Center and a Houston Health Department plan review. The Health Department review fee is $127.56 including the admin fee, with 10 business days of processing.[1] Covered patios, pergolas and covered outdoor kitchens are permitted separately from the pool.[2] Our Houston pool builders page and Houston pool permit guide walk through every step.

City of Humble

Unincorporated Harris County

Outside both cities, the Harris County Office of the County Engineer issues pool permits. Floodplain status decides whether you need an electric-disconnect drawing, a field inspection and an As-Built Certificate.[4] The Cypress page lays out the county process.

Floodplain check

With Lake Houston and the San Jacinto River nearby, flood zone matters on many lots here. Look up your address on FEMA’s Flood Map Service Center before you design.[5]

Size, soil, access, finishes and permits all move the number. For patio covers and outdoor kitchens, see the published ranges in our patio cover cost guide and on our outdoor kitchens page.

Questions to ask a Humble or Kingwood builder

Frequently asked questions

Is Kingwood part of the City of Houston?

Yes. Kingwood is inside Houston city limits, so pool projects go through the Houston Permitting Center and a Houston Health Department plan review.

Who issues pool permits in Humble?

Inside City of Humble limits, the city's Building Department at 114 W. Higgins St. handles permits. Most permits that need plan submission are submitted in person or by courier rather than online. Outside the city, Harris County's Office of the County Engineer usually applies.

Do I need a floodplain permit in Humble?

Possibly. The City of Humble says a floodplain development permit is often required for activity in the floodplain, including any amount of fill or grading, even when a construction permit is not.

Will my request go to several builders?

No. With your consent, HTX Backyard shares your request with one matched local builder only. It's free for homeowners; builders pay us.
