Resurfacing costs
Angi’s Houston resurfacing page (updated April 2026) puts the average at $10,846, with most homeowners spending $5,916–$14,790.[1] A Houston builder lists 2026 Houston-market prices of $4–$8 per sq ft of interior surface for plaster, $7–$10 for quartz and $7–$15 for pebble. It estimates a 20,000-gallon pool (about 16×32 ft) has roughly 1,000 sq ft of interior surface.[2]
Equipment upgrade costs
One Houston-area remodeler’s cost guide puts equipment upgrades (energy-efficient pumps, filters or heaters, automation, variable-speed pumps or smart controls) at $500–$5,000.[3] Switching a chlorine pool to salt during a remodel runs $1,500–$3,500, according to a Houston plastering company.[4]
Pool pump motors: the federal standard
The U.S. Department of Energy adopted new efficiency standards for dedicated-purpose pool pump motors in a final rule effective November 27, 2023. Compliance dates are September 29, 2025 for motors under 0.5 total horsepower and from 1.15 to 5 THP, and September 28, 2027 for motors from 0.5 to under 1.15 THP.[5] These rules apply to motors that manufacturers make and sell. In practice, ask your pool pro which replacement motors meet the current standard and what they’ll cost to run.
Sugar Land permits and who can do the electrical work
- Pool alterations need a permit. Sugar Land’s homeowner permit brochure lists “installation/alteration of pools (including replacing the pool deck)” as needing a permit, which may also need electrical or plumbing permits depending on the work.[6]
- Electrical permits. The same brochure requires electrical permits for service and panel work, installing or extending circuits, and underground electrical wiring.[6] Apply through the city’s Permits & Inspections office.
- Licensing. Texas TDLR guidance says a residential appliance installer (RAIL) license holder can replace pool pumps, motors, heaters and automation on the load side of the control center. A new or upgraded line circuit must be done by a licensed electrical contractor with a master electrician.[7]
Many Sugar Land neighborhoods also have HOA rules. Check before you change anything visible, like the deck.
